The UN agency said consumers are sensitive to price changes, making tax an important policy tool for tackling alcohol abuse.
“Increasing the price of alcoholic beverages is one of the most effective interventions to reduce harmful use of alcohol,” stated the report.
The WHO also recommended tighter advertising controls, but stopped short of advocated the abandonment of self-regulation.
The Global Alcohol Producers Group hailed the draft report as “an important and constructive step forward” but warned against over-taxation and advertising bans.
